Very obvious the one who wrote it made a spelling mistake, and the one uploaded it just couldn't care more to make changes, as for now, Hong Kong's education integrity is at risk.

Everyone makes mistake, as to err is human. But for a large government organization like this to do so, it's just unacceptable.
